Previously, he has been President Jimmy Carter's Chief Domestic Policy Advisor, an Executive Director of the White House Domestic Policy Staff, Deputy Treasury Secretary, Under Secretary of State for Economic, Business, and Agricultural Affairs, and Under Secretary of Commerce for International Trade.
